FCPS reorganizes special education supports, cites indicator gaps and inclusion goals

Dr. Tabby Reeves, director of special instructional services, and assistant director Kylin described a reorganization intended to increase supervisor presence in schools, tighten alignment with Ignite 2030, and address 39 state indicator targets. The presenters said FCPS meets state compliance indicators but has room to improve on performance indicators including preschool outcomes, discipline disparity for students with disabilities, least-restrictive-environment inclusion and graduation outcomes.
The office will emphasize three pillars: presence (more supervisor time in schools for coaching and planning), stronger programming aligned to specially designed instruction (SDI), and targeted family engagement. Reeves said supervisors will each lead division-specific areas (behavior, family engagement, curriculum) and will work closely with instructional leaders to ensure SDI is consistently defined and implemented across buildings.
Board members asked how FCPS compares with peer divisions; presenters said Frederick County is generally in line with neighboring divisions on many indicators but needs work on early-childhood inclusion and disparity-driven discipline. Staff said they will coordinate with student-support services on alternatives to suspension and with instructional coaches on SDI to improve inclusive access and outcomes.
