FCPS outlines "Effective Schools" framework, educator insight teams and specialty-school proposals

District leaders outlined a four-part Effective Schools framework, an Educator Insight Team to gather frontline feedback, and project-team proposals that could include specialty high schools, a Spanish immersion K–5 program, and possible K–12 STEAM work.
A presenter summarized the division’s new Framework for Excellence, a four-part planning model intended to define and replicate what the district calls an "effective school." The framework centers student outcomes and identifies five domains including safe/supportive environment, transformational leadership, high-impact instruction, multi-tiered systems of support and family/community partnerships; the division plans to phase training across years and to monitor progress with a district assessment matrix.
The presentation introduced the Educator Insight Team (EIT), a project-team approach to collect educator feedback during design and before rollout of initiatives. If the EIT recommends an initiative, instruction staff will develop full proposals for board consideration.
Three priority projects were highlighted for potential board consideration in spring: converting high schools into specialty centers (four thematic centers across the district), a K–5 Spanish dual-language immersion program (DLI), and a possible K–12 STEAM initiative (resource-dependent). Board members supported the DLI and asked staff to preserve individual school character while standardizing PLCs and master schedules.
Staff said project teams will include school leaders and classroom teachers and that funding and detailed timetables would be presented with any spring proposals.
