REC staff said a recent survey omitted a small sliver of land (about 10 feet) creating a "donut" with no recorded easement where distribution lines will cross; staff described the request as a technical correction and asked for the easement to be recorded. A committee member moved to forward the proposed right-of-way easement agreement with Rappahannock Electric Cooperative to the full Board with a recommendation of approval. The motion was seconded and approved by voice vote; meeting remarks recorded an "aye" and no opposition was stated.
Separately, staff noted OmniTRAX had requested a temporary reduction in the monthly lease rate to $2,000 after losing a weigh-station contract that had provided revenue. A committee member moved to forward the proposed third addendum to the terminable lease agreement with Winchester and Western Railroad Company to the full Board with a recommendation of approval. That motion was also seconded and approved by voice vote; no roll-call tally was recorded.
Both items will appear on the full Board docket for final action. The committee did not record roll-call vote counts at the meeting; the minutes reflect voice votes with no opposition reported.
