Preliminary state performance scores show most schools on track; federal accountability data pending

Assistant Superintendent Pat Mclofflin briefed the board on the state's new Virginia School Performance Framework and shared preliminary, nonfinal results for the 2024–25 school year.
Mclofflin explained the new framework separates growth and performance, uses cohort-based measures for several indicators, and places schools into four categories: Distinguished (90+), On Track (80–89), Off Track (65–79) and Needs Intensive Support (below 65). He emphasized that growth is measured on a statewide percentile bell curve and that some cohorts reflect assessments taken up to four years prior.
Initial, nonpublic results shown to the board placed several district schools in the Distinguished and On Track categories, with a handful categorized as Off Track. Mclofflin warned the board the state has not yet published federal-accountability designations; those federal indicators, when released, can move a school's final category one level and potentially trigger federal improvement requirements and grant eligibility.
Board members asked whether federal designations carry funding and Mclofflin said earlier federal targeted-support designations had made schools eligible for grants (historically about $75,000) but that the state had not yet released the new federal indicators that will determine final categorization.
The district will await the official public release of state and federal indicators and expected guidance before taking additional actions.
