Commission adopts budget amendment and several labor contract changes including pension escalator

On Aug. 26 the Grand Rapids City Commission adopted an amendment to the FY2026 budget ordinance and a package of labor‑related ordinances and resolutions.

Commissioners approved the budget amendment (Ordinance amending section one of Budget Ordinance 2025‑11, Amendment #1). The clerk’s report summarized fiscal items including a debt service payment for stadium/amphitheater bonds, generator replacement for police, multiple grant acceptances (environmental justice, drug court, violence intervention, COPS hiring) and a line for meeting streaming/indexing and captioning. The controller’s warrant report showing payments of $48,170,885.79 was received and filed.

Separately, the commission adopted an amendment to the Police & Fire retirement system to change the pension escalator (1.5% compounding benefit after five years for employees retiring on/after July 1, 2025) and adopted salary ordinances implementing recently ratified collective bargaining agreements (Teamsters Local 406 emergency communications supervisors; Association of Public Administrators of Grand Rapids), each showing multi‑year wage increase schedules. All measures passed on roll call; several items were given immediate effect by unanimous vote.

Why it matters: The ordinance and resolutions finalize contractual terms with represented municipal employees, adjust pension terms, and accept grant funding that affects programs across departments. The budget amendments authorize spending and grant acceptance needed for operations and projects.

What’s next: Staff will implement contract provisions, process grant funds, and report back to the commission as required by departmental procedures.
