Council amends design contract to advance Great Wolf Lodge access road permitting

The City Council voted 7–0 to amend the engineering contract with Neil Schaer to add services needed for permitting and an additional survey for the proposed Great Wolf Lodge access road.
City staff said the original design contract — approved in 2021 — covered the bulk of design work but that plan reviewers recently requested an extra survey and permitting tasks that were not anticipated four years ago. The amendment is intended to complete the remaining design and bidding services so the city can proceed to construction bidding when Great Wolf Lodge gives the final green light.
Staff explained the design phase has already used most of the previously allocated funds. "All you've committed is the design work at this point... the majority of that money was spent back in '21 and '22," staff said, and added the amendment will help the project reach a point where construction bidding can be pursued.
Council members asked about total commitments and whether the amendment would carry the project across the finish line; staff replied the amendment should allow the city to complete permitting and prepare bids but that construction approval remains contingent on the lodge's schedule.
The motion to approve the contract amendment passed unanimously.
