Staff said the rules are consistent with other park rules and that a few Heritage Trail requests were incorporated.
The board did not set a separate effective date in the meeting packet; staff indicated the rules would be posted and enforced upon final paperwork and signage. The adoption was procedural and intended to allow the connector to open with clear usage expectations for pedestrians, cyclists and maintenance staff.
