Consultant projects stable-to-slight enrollment growth for Fargo Public Schools over five years

Rob Schwarz of RSP and Associates told the Fargo Board of Education that the district's five-year enrollment forecast projects a stable-to-slight increase in K—00K enrollment.
"We have a stable to slight increase in our enrollment over the next five years," Schwarz said, summarizing the executive findings of the report and noting the model incorporates census, student, and city planning data as well as local development timing.
The presentation, introduced after the board's administrative reports, examined several drivers that shape the forecast, including live-birth trends, student migration, and the city's flood-diversion infrastructure. Schwarz showed maps of planning areas and school feeder patterns and explained how different housing types produce different student yields: for the period reviewed, single-family yield fell from 36 to 33 students per 100 units while multifamily yield moved from 16 to 15 students per 100 units.
Schwarz and district staff highlighted how projected changes affect building utilization: elementary grades show areas of underuse, middle schools are tighter in capacity, and the high school grade bands are growing in some cohorts. The report estimated current district K—2 enrollments near 11,250 and a near-term projection of approximately 11,60011,700, depending on scenario assumptions.
Board members asked about how the study informed recent boundary work. Schwarz said the mapping and planning-area analysis were explicitly used in the district's boundary recommendations and that the model is updated annually to reflect housing permitting, lot sizes and regional planning input. Dr. Steiner and other administrators said the district will use the report to identify schools that may be pressed for space, consider program relocations, and manage petition or grandfathering issues when boundaries change.
The board thanked Schwarz and discussed next steps: school-level meetings to review building-specific numbers, continued coordination with city planning on development timing, and follow-up work on capacity metrics and staffing implications.
