Supporters said naming the Executive and Finance Committee would maintain prior practice and provide a clear body to receive ethics complaints; opponents raised concerns that concentrating ethics oversight in one powerful committee could reduce transparency and suggested alternatives such as a non-board citizen advisory group or assigning ethics oversight to the full board.
Supervisor Breuer and others cited practices in surrounding counties and urged more study; Supervisor Kramer said using a single committee that also handles finance may look "topheavy." County administration staff said they could present options and that the board could continue researching alternative models. The chair and several supervisors agreed it would be appropriate to postpone and gather more information; the motion to postpone was adopted.
No substantive change to the ethics ordinance was made at the Aug. 13 meeting; the item will return for further discussion at the next full board meeting with additional information about alternative approaches and potential composition models.
