Resident tells supervisors unmanaged short‑term rentals threaten neighborhood safety

Carrie Sarvey, a Moneta resident, used the board's citizen comment period to describe repeated incidents she says stem from an adjacent short‑term rental and urged the Bedford County Board of Supervisors to strengthen permitting and enforcement.

Sarvey said she lives at 129 Charm Road Circle and that the neighboring property rented repeatedly without proper management. She told the board she has documented more than 30 trespassing incidents, described instances of people urinating on her yard, guests pounding on her door at night while children were outside, and garbage left unattended. Sarvey said the house obtained a short‑term rental permit after operating for months without one and that county enforcement staff are limited to investigating and documenting violations rather than immediately revoking permits.

She urged the board to consider raising permit fees, requiring annual renewals and running background checks on applicants to deter operators who "don't care about the ordinances" and, she said, have criminal histories. Sarvey said she had submitted materials to county staff and referenced prior letters to the board documenting the problem.

County staff were mentioned in her remarks (she referenced "Mr. Jordan" as the staff contact), and Sarvey said she has repeatedly called the sheriff's office. The board did not take immediate action during the meeting; staff and enforcement options were discussed as part of the citizen comment record.
