Colleen council approves consent agenda including investment report, airport contracts and ESD consent

Colleen City Council approved its consent agenda by a 4-0 vote on March 3, adopting several routine but consequential items: the quarterly investment report, an interlocal agreement to join the National Purchasing Partners government cooperative, consent to include part of the city's extraterritorial jurisdiction (ETJ) in a proposed Bell County Emergency Services District No. 3, two design-build contracts for Skyllock Field airport improvements, and an ordinance ordering a special election to fill the vacant District 3 council seat on May 2, 2026.
Council Member Solomon moved to approve the consent items; Council Member Alvarez seconded and the motion carried unanimously. The consent package included RS26-038 (investment report), the interlocal purchasing cooperative agreement (RS25/26-039), RS26-040 (consent to ESD No. 3), RS26-041 and RS26-042 (design-build agreements with Synergy Commercial Construction for hangars and a restroom at Skyllock Field), RS26-043/RS26-044 (placement of mayor pro tem and board appointments on consent) and O26-006 (ordinance ordering the District 3 special election).
City staff said the investment report reflected a strategy of locking in three- to five-year investments to insulate the city's portfolio from short-term Federal Reserve moves. Staff also told council the Skyllock Field hangar and restroom work will be funded through a mix of federal and state airport grants and the airport capital improvement program; the restroom contract included $100,000 from TXDOT and a stated city enterprise-fund share.
On the Bell County Emergency Services District matter, Chief Kabinsky explained that a citizen-initiated petition seeks to create an ESD that would include unincorporated areas and a portion of Colleen's ETJ; if council withholds consent the city would assume responsibility for fire and EMS response within that territory. Petitioners anticipate a creation election on Nov. 3, 2026, and the county commissioner's court would appoint an ESD board if voters approve the district.
The special election ordinance sets filing from March 4 to March 23 for candidates to run for the District 3 seat vacated by Nina Cobb; election day is set for May 2, 2026. Council did not amend any of the consent items during the meeting.
