Steven Hudson, representing the 78‑unit Backwaters Condominium Association, asked the board to help terminate a trust indenture recorded Oct. 31, 1986, that he says blocks the association from securing a USDA Rural Utility Service loan for a sewage collection upgrade. Hudson said the Georgia Environmental Protection Division has provided a letter concurring that the trust may be dissolved in these circumstances and asked whether the Board of Health can convene an emergency meeting prior to the scheduled May session. He also requested a point of contact at the county health department about moving the matter forward.
Chair Susan Andrews and county staff acknowledged the comments; staff advised that the Board of Health and county agencies would follow statutory procedures for trust‑termination requests and that the applicant should work with health‑department staff and legal counsel to determine timing and required documentation.
