Canal Winchester City Council on March 2 adopted an ordinance authorizing the mayor to contract with Strawer Paving Company to carry out the city's 2026 street program.
Construction Director Bill Sims told council the low bidder was Strawer (the firm performed last year's work), and that three bidders submitted competitive proposals that came in “a pretty good distance under our engineer's estimate.” Sims said the contract includes two alternates the city selected to allow additional work if pricing continued to be favorable.
Finance Director Amanda Jackson said the city originally budgeted about $1.5 million for the street program and related annual pavement work; with the low bids, the city is below that budget, though parts of the $1.5 million are earmarked for crack sealing and pavement rejuvenation contracts separate from the main street program. Jackson said the city also expects to partner with Fairfield County on a nearby resurfacing project.
Councilors moved and passed a waiver of second and third readings and then voted to adopt the ordinance by roll call. A council member emphasized the timing need to keep the street contract on schedule because construction markets move quickly.
The ordinance will proceed to implementation under city construction and finance staff oversight; council did not describe additional amendments at the meeting.
