Council outlines Depot Street stormwater and streetscape work and moves on grants to accelerate West Main project

Council members discussed several redevelopment and infrastructure efforts during the Feb. 23 meeting.
A council member reported the Depot Street stormwater improvement project has an opinion of probable construction cost of $273,900, with $153,000 of that shown as anticipated CDBG funding; streetscape phase 2 was estimated at $943,500. Combined pre-bid estimates for the two projects were described as just over $1.2 million. Staff told council they expect to advertise in mid-March, open bids late March, and aim for a contract award in April so construction can be completed by a September 2026 deadline tied to grant requirements.
The council also received an update on West Main Street phase two: $2 million in ODOT small-cities funding that was previously scheduled for SFY2029 has been moved up to SFY2028, effectively advancing the project and compressing the time available to secure additional funding. The portfolio cost for the West Main portion was described as just over $4 million; bid and award were projected in a July 2027March 2028 window under the new schedule.
Separately, council discussed pursuing a technical assistance brownfield inventory via an OEPA TAG (technical assistance grant) to catalog underutilized and potentially contaminated properties for redevelopment prioritization. Staff said the OEPA would submit the application in collaboration with county partners and the port authority.
Council directed staff to continue coordination with funding partners and to proceed with bidding on Depot Street and related streetscape work once CDBG timing is finalized.
