The finance director summarized the required TRIM/millage announcement and the proposed operating millage before the council moved and approved Resolution 18‑25 to set the final rate and Resolution 19‑25 to adopt the budget.
Mayor Young called the special hearing to order at 5:32 p.m., the council took roll and voted "Aye" when asked to approve both the millage resolution and the budget resolution. There were no public comments on the millage or budget during the advertised comment period.
The council followed the statutory order for budget hearings, hearing the millage announcement first and then the budget summary. Staff noted a typographical discrepancy on the printed agenda (6.4594 vs. 6.4595) but confirmed 6.4595 mills is the proposed and adopted figure.
