Members discussed environmental priorities that could be framed as strategic initiatives. Stormwater drain signage, mangrove planting and oyster habitat projects were raised as candidate items that could provide measurable water‑quality benefits while remaining relatively low cost. Committee members repeatedly urged focusing on "big bang for the buck" items because staff said next year's budget outlook is uncertain and large new allocations are unlikely.
The group also discussed logistics: replacing faded "No dumping — drains to waterway" buttons and using more visible signage in commercial areas; coordinating volunteer installation teams for oyster gardens; and incorporating utilities department updates into the committee's December workshop. Staff said Allison, the interim utilities director, will brief the committee before its December planning session to provide operational context.
The committee agreed to consolidate and rank initiatives at a December workshop, which staff will slot into a regularly scheduled meeting so members can complete the process without a separate special session.
Next steps: members were asked to forward initiative proposals to staff by Dec. 1 and to prepare cost or implementation notes where possible so staff can offer guidance ahead of the January council workshop.
