At first reading Council considered Ordinance 14-25, a new code division establishing a permitting process for commercial filming, videotaping and photography on village property.
Dylan, the village attorney, explained the ordinance addresses uses of public spaces and provides standard permitting, liability and operational requirements similar to neighboring municipalities. Council discussed whether private-property shoots should be covered; staff said private-property filming is generally beyond municipal regulation but must still comply with applicable traffic, parking and noise rules.
Council agreed to keep permit review administrative, but to require that staff notify Council of large or disruptive permits as a courtesy. Council also noted that permits may include reasonable, case‑by‑case conditions (for example, limits on noise or days of use) to protect parks and other public resources.
The ordinance passed first reading as an administrative permitting scheme; staff will return with final ordinance language for second reading.
