Council members raised three operational questions on insurance limits, waiver authority for specific code provisions, and the appeals process; staff said code changes are required if the council wants to change insurance limits and recommended retaining appeals to council while housing waiver requests administratively in the manager's office.
After clarifying those points and correcting typographical errors, council approved the ordinance on second reading by voice vote.
What happens next: The ordinance will be codified and the village manager's office will administer the new permitting process for commercial filming. Appeals of certain administrative decisions will come back to council under the ordinance's appeal procedures.
