Council approves Questa Country Club Phase 1: cafe, interior maintenance facility and screening plan

Questa Country Club presented Phase 1 of a two‑phase redevelopment and received Council approval for a Special Exception Use and the related site‑plan modification.
Attorney Don Herring and club representatives described the work as focused on back‑of‑house improvements: a new, smaller one‑story café (the ‘halfway house’), an interior maintenance facility set into the course (to be painted dark green and heavily screened), cart storage, fuel and chemical storage and a set of four pickleball courts. The applicant said heavier maintenance equipment will be relocated to the interior facility in the center of the course to reduce impacts near resident properties.
Jay Hutch said Planning & Zoning unanimously recommended approval with conditions that civil plans show impervious area and drainage calculations, and that a maintenance‑of‑traffic plan and construction‑staging plan be submitted and approved before building permits issue. The applicant said construction for Phase 1 will begin in January, with the clubhouse (Phase 2) anticipated to come before Council in February and construction to begin in the spring.
Council approved the requests and directed staff to enforce the PZ conditions during permitting; the applicant committed to screening, native plantings and site security measures for maintenance areas.
