The presentation summarized county modeling and local implications: planners modeled scenarios that include two feet of sea-level rise and intensified rainfall and compared "no adaptation" to modeled adaptation packages. "We're planning for about 40 inches of sea-level rise by 2070," Dr. Herado said, and the adaptation scenario she described reduced the number of exposed properties by about 62 percent in the modeled case. She said the county's full plan totals roughly $28 billion, while the consultant's list of anticipated improvements for Southwest Ranches was presented at about $45 million (approximate figure provided by the presenter).
Why this matters: the town is largely built out, so the consultant said future risk reduction relies heavily on maintaining existing on-site storage'swales, canals and targeted operational changes'rather than new large-scale storage that typically comes with redevelopment. The presentation flagged how lost swales and driveway/landscape changes on multiple properties can increase runoff by an estimated 20–40 percent in impacted neighborhoods and accelerate roadway and yard flooding.
Council members and staff pressed for financing and implementation details. Dr. Herado said the county is working with the U.S. Army Corps of Engineers on a Section 203 study (county-funded, about $5 million) aimed at accelerating primary canal improvements; she described large pump-and-gate upgrades to the primary canal network that the group estimates at roughly $2 billion, and said additional public investments to implement the regional plan could be on the order of billions more. She also noted the plan is phased: a tier-one focus around mid-century conditions and additional tiers for later conditions.
Town staff and the presenter pointed residents to the county's online plan viewer (resilient.com) and emphasized next steps: municipal review of the plan's recommended mapping and operational measures, further conversations with the South Florida Water Management District and drainage districts, and exploring land-use and code tools to preserve swales and on-site storage. The council did not take formal policy action at the meeting; staff said they would follow up on questions about how chapter 27 or other local controls can require future properties to account for assigned volumes under future conditions.
The presentation and follow-up raised three practical items for the town to consider next: (1) evaluate local code or permit changes to limit loss of swales and require future on-site volume assignment, (2) work with the South Florida Water Management District and county on canal operations and the Section 203 study, and (3) pursue grant and intergovernmental funding for targeted pump, control-structure, and localized storage projects.
