Erie council approves a package of ordinances on codes, appropriations and rules; several items set for first reading

Erie City Council recorded a string of votes during its regular meeting to adopt updates to the city’s building and regulatory codes, approve capital appropriations, and codify new council rules.
On final passage the council approved Council File 16583 (official file ordinance 4 2026), which adopts the 2021 Uniform Construction Code/International Building Code provisions and associated accessibility standards as adopted by the Commonwealth of Pennsylvania effective Jan. 1, 2026. The measure, sponsored by Council Member Flores and seconded by Council Member Shaw, passed by recorded vote of six yes, zero no.
Council also approved finance-related final-passage ordinances including Council File 16584 authorizing guaranteed revenue bond / lease-rental debt through the Erie City Water Authority tied to a galvanized service line replacement project (sponsor: Shaw; passed 6-0), and appropriation ordinances that fund business development and police capital improvement projects (16586–16589), each recorded as passed by 6-0.
Separately, Council adopted on first reading several ordinances including zoning historic-designation items for 411 State (16591) and 1372 West 6th Street (16592), a $1,250,000 appropriation tied to a wastewater treatment plant chlorination reliability project funded in part by US EPA grant 953A0104 (16593), and a $1,050,000 appropriation for an urban core recovery revolving loan fund (16594). Council Member Titus explained ordinance 16595 to codify caucus start times and ADA-accessible caucus locations; that ordinance passed on first reading as well.
All final-passage and first-reading votes called in this portion of the meeting were recorded and passed by majorities noted in the minutes; council members voting on recorded items included Flores, Horton, Paul, Schoff, Troop and Titus unless otherwise noted.
