The Erie Planning Commission voted to recommend city council approval of the Bayfront Market House conditional-use application after a lengthy presentation and discussion about design, access and parking.
Megan Looney of P&W described the proposal as “the gateway to the bay” and outlined a mixed-use market house with event spaces, brick and glass facades and a sign oriented to draw visitors from downtown and the harbor. Looney said the total building area is roughly 33,600 square feet with a first floor footprint presented as approximately 20,000–23,500 square feet and a second floor of about 10,100 square feet. The project includes 83 parking spaces, including ADA-accessible van spaces, and screening for loading and refuse areas.
Commissioners pressed the applicants on several points. One commissioner warned the site “doesn't seem to solve any of our food desert problems” and said “roughly 40% of our population does not have vehicle,” arguing the location is primarily car-accessible and raises concerns about pedestrian connectivity. Commissioners also asked for clarifications about rooftop-unit screening, the area of paved surfaces, whether parking is required by ordinance or demand study, snow-storage plans that would temporarily occupy seven parking spaces in winter, and the lighting strategy at night.
Looney and the applicant team said the parapet geometry will screen rooftop units and that landscaping and an extruded-aluminum screen will conceal the trash compactor and delivery areas. The applicants said the 83 spaces slightly exceed the zoning requirement and that additional parking within 500 feet may be used to serve the site. For lighting, the team said they plan to use the same downtown-style street lamps already present on the Bayfront campus to meet minimum code levels rather than high-intensity fixtures.
Commissioners made a motion to forward a recommendation of approval to city council. The motion passed with one negative vote; the commission recorded the outcome as a recommendation rather than final approval, sending the application to the council for its review and action.
Next steps: the Bayfront Market House will proceed to city council as the recommending body; council hearings and final approvals will determine whether the conditional use and associated permits move forward.
