Oakdale council approves $274,000 design contract for park upgrades, authorizes change-order limits

The Oakdale City Council authorized Jan. 27 a design and construction-administration agreement with LHP Inc. not to exceed $274,000 for a set of 2026 park improvement projects (Tanner’s Lake, Tower Park and Golf View Park).
Staff explained the work follows the city’s recently adopted parks master plan and will include playground replacement, accessible paths, turf restoration, parking improvements and drainage fixes. The recommended consultant was selected after a competitive solicitation and scored on experience, team qualifications, schedule and cost. Staff said LHP’s cost proposal was middling among proposals and the CIP included design contingencies.
The council also approved: (1) authorization for the city administrator to approve amendments such as term extensions to the LHP contract provided they do not exceed the contract dollar amount; and (2) authority for the city administrator to approve individual change orders and purchase orders up to $100,000 per project so long as they remain within the approved CIP budget. The motion to proceed passed 4–1, with one council member recorded as voting no.
Staff noted that Tanner’s Lake work may be phased depending on pending grant awards and additional engagement, while Tower and Golf View park work would proceed first in 2026.
