Franklin County posts modest reserve gain for FY25; court approves hires, pavilion rates and fuel contract

County Treasurer Amy presented the Fiscal Year 2025 financial statement to the fiscal court on July 16, reporting $38.0 million in total revenue with strong tax receipts and higher-than-expected interest income.

Key totals: total revenue $38.0 million (taxes $23.6 million), intergovernmental support and grants $5.88 million, other sources $5.2 million and interest income of $1.22 million attributed to the county’s cash management. Salaries totaled $14 million; capital projects accounted for $2.9 million, and reserves — after excluding restricted funds such as bonds and opioid settlement proceeds — increased by $374,000 to $14.374 million.

"We had an increase in our reserves," Amy said, noting department adherence to budgets and higher interest earnings as drivers.

During the session the court approved several operational and personnel items in the voting portion: awarding a sealed-bid contract for undyed and dyed diesel fuel to Robinson Oil (lowest bidder), authorizing surplus of specified road‑department equipment (with a clerk condition to include serial/VIN numbers for listed items), approving pavilion rental rate adjustments (Hancock Pavilion to $80, Robinson Pavilion to $60, Farm Bureau Pavilion to $220) and approving personnel actions: hire of firefighter William Bourne, promotion of Chris Tols to engineer, and hire of Chase Deos as a light equipment operator.

Court members praised finance and department staff for disciplined budget management and emphasized continued oversight of contracts and equipment disposal processes.

What happens next: Finance will file required reports with the Department for Local Government, updated pavilion rates will take effect per county policy, and procurement/hire paperwork will be completed by staff.
