The Ocean View School District Personnel Commission on Feb. 13 unanimously approved a staff reclassification that adds a bilingual distinction to a department secretary position and moves the incumbent up one pay range, and approved staff attendance at two professional-development events hosted by the Personnel Commission Association of Southern California (CSPCA).
Dr. Jensen, who presented the personnel item, told commissioners the bilingual distinction would “move her from range 36 to range 37,” reflecting a one‑step increase tied to the added responsibility. The commission voted 3‑0 to approve the reclassification.
The commission also approved two travel/training requests from Dr. Jensen. The first was for the 2025 CSPCA Merit System Training Academy, which Dr. Jensen said will be held virtually and is intended to update staff on laws and innovations affecting merit districts; the second was for the CSPCA annual conference in Northern California, an in‑person event. Both requests passed on unanimous voice votes.
Why it matters: adding a bilingual designation can change an employee’s classification and pay range and signals the district’s formal recognition of language skills in that role. Commissioners also emphasized recruitment progress: one commissioner said they were “pleased with the eligibility lists” and that the district is “knocking down the open vacancies at a good clip.”

Jensen also summarized a recent professional development day at Mesa View Middle School that drew about 85 attendees and included breakout sessions on customer service, student behavior management and personal finance advice; Jensen credited staff contributors including Chef Natalie for programming the event.
The commission opened its public‑comment periods and received no speakers. The meeting concluded with routine scheduling notes (the March meeting was moved from March 13 to March 20) and adjourned at about 4:45 p.m.
