Assistant Superintendent and Chief Business Official Keith Phoh presented the second‑interim report, telling trustees the budget is a multi‑year projection that reflects recent adjustments to state cost‑of‑living assumptions, declining enrollment and ongoing program contributions for special education and routine restricted maintenance. Phoh said the district is conservatively budgeting and that the current revenue mix is primarily state‑sourced.
"The budget is a projection based on estimates using information available at this time," Phoh said, outlining assumptions on COLA and enrollment and the district’s strategy for addressing deficit spending over multiple years.
Trustees asked how potential federal funding shifts could affect the budget. Phoh replied that about 94% of the district’s revenue comes from the state and local property taxes and said that, while federal changes could affect specific programs, the district’s general fund is largely state‑driven.
