Ocean View board approves three special-education settlements and suspends classified employee

The second settlement — a maximum of $38,750 — was approved after a motion by Trustee Clayton Tarvin and a second from Trustee West Morland. A third settlement in the amount of $0 was approved following a motion by Trustee West Morland and a second from Trustee Gors. Each settlement was approved by roll-call vote recorded as four in favor, zero opposed, and one absent.
Clayton Tarbon also reported the board approved a notice of proposed disciplinary action and statement of charges for classified employee number 3800458. The board voted to suspend the employee without pay for five days, retroactive to the period the employee had already been on administrative leave. That motion was reported as passing by roll-call: four in favor, none opposed, with one trustee absent.
The clerk read the statutory bases for the closed session at the meeting: Government Code sections 54956.9(d)(1) (existing litigation), 54956.9(d) (potential litigation), 54957 (public employee discipline/dismissal/release) and 54957.6 (conference with labor negotiators). The board identified one existing Office of Administrative Hearings case number as OAH 2025030487 and referenced two potential litigation matters.
The board took the actions in closed session; the items were reported when the board reconvened in open session at about 6:04 p.m. The votes on each action were recorded by roll call.
