Land-use actions: Council adopted Ordinance 2026-01 to rezone 3910 Dun Street (JCAD parcel ID 2794) from R1 (single-family residence) to C1 (retail business district) after Planning & Zoning staff reported the application met requirements. Council also adopted Ordinance 2026-02 to abandon and terminate two utility easements affecting the same parcel; staff said setbacks remain in place and that no utilities exist in the easement segment under review.
Public-safety and grants: Council adopted Resolution 2026-05 to enter a multiple-use agreement with TxDOT allowing placement of ALPR/fixed cameras under an ongoing MVCPA grant and designated the city marshal as authorized signatory. Staff acknowledged some contract language would require the city to reserve funds for potential liabilities; staff said participation in the TML IRP liability pool and maintaining insurance premiums would address claim exposure. Council also approved Resolution 2026-06 to submit a FY2027 criminal justice grant application to purchase six in-vehicle mobile radios; staff said the grant requires no city match.
Utilities, energy and regulatory participation: Council adopted Ordinance 2026-03 authorizing the city to participate with other energy-service-area municipalities at the Public Utility Commission and to hire rate experts/attorneys; staff noted that attorneys' fees in past collective actions have been addressed through the regulatory process and that the measure carries no direct cost to the city.
Appointments and finance: Council approved multiple appointments and promotions to fill vacancies on the Planning & Zoning Board and the Zoning Board of Adjustments (effective Feb. 25), and approved an invoice list totaling $200,639 covering subscriptions, equipment, legal fees and grant-funded purchases.
Votes: For the recorded roll-call votes on the indicated items, Mayor Bourne, Mayor Pro Tim Gay, Council member McAdams, Council member Shallet, and Council member Holmes voted yes on each motion recorded as passing during the meeting. Where roll-call occurred, the tally reported was unanimous among present members.
Executive session: Council entered executive session under Chapter 551 of the Texas Government Code for consultation with the city attorney on litigation matters, and returned to open session at 7:13 p.m.
No additional formal actions were taken in open session following the executive session; council adjourned shortly after and recognized a retiring planning and zoning member.
