Council approves library furniture purchase for renovation; director recommends ISCG after incomplete low bid

St. Clair Shores council members voted March 2 to award library renovation furniture procurement to ISCG after Library Director Stephanie Fair said the lowest bid lacked key items and comparable product specifications.
"The lower bid was received from Kier Albert. However the submission did not provide comparable products ... as well as very key pieces were not bid on as well," Fair said, explaining the recommendation to select ISCG for completeness and overall value. She added warranty information and in-person review of samples factored into the recommendation.
Council discussion addressed durability for heavy-use children’s and teen spaces, the expanded scope beyond the original youth room and whether remaining adult furniture might be repurposed by other city departments. "If we were to buy all of those pieces from the low bidder, the difference is $237," said Council member Vitali, noting the small price gap and the risk of missing items that would complicate warranties and installation.
Councilmember Frederick moved to award the procurement to ISCG. The motion passed unanimously; the contract amount recorded in the meeting packet (transcript formatting of the numeric amount was unclear) is shown in the official procurement documents and will be posted with the city’s contract records.
The new furniture package includes scaled seating for teens and children, activity panels and durable finishes intended to support the library’s expanded programming. Library staff said they will coordinate timing for delivery and, where appropriate, offer usable existing furniture to other departments.
