City HR and consultants updated council on the Gallagher classification and compensation study during the June 24 workshop.
Charles, the city's consultant lead, said Gallagher completed job description reviews and recommended moving lower‑tier and entry‑level positions toward a more livable wage by compressing some pay structure at the bottom. The recommendations were turned over to finance and city management for cost evaluation during budget meetings.
Gallagher will present the final findings and an administrative maintenance tool to council on July 22 so the council will have the information before the July 28 budget retreat. Charles said the job description work and bottom‑tier adjustments were prioritized; two original RFP elements (a performance management plan and expanded job description reviews) were not completed under the current scope.
No final pay changes were approved at the workshop; staff said cost numbers will inform budget decisions in July.
