Council hears proposal to move $700,000 for McKenna Park upgrades ahead of Odessa Girl Softball Association season

Parks staff told the Odessa City Council on Sept. 23 that they plan to transfer $700,000 from the parks budget into a project account to fund improvements at McKenna Park, including fields, restrooms, concessions and parking, to prepare the facility for play by the Odessa Girl Softball Association next spring.
John said the funds would be allocated for facility and field upgrades and that staff are working with Gordian on a proposal; once the firm’s proposal is complete, staff will bring total project costs back to council for formal approval. He said the association plans to play at McKenna beginning in spring 2026, but council members asked how public access would be preserved during association use.
Staff said the association’s schedule would reserve specific days and times during its season but that the facility would otherwise remain available to the public or rentable to other users; staff said they will work to ensure availability for local teams when the association is not using the fields.
The item will appear on the six‑o'clock meeting agenda for action; no final council vote occurred at the work session.
