City staff: TxDOT I‑20 widening will shift construction costs to TxDOT; city liable for engineering/design and inspection

City staff updated Odessa’s City Council on Sept. 23 about coordination with the Texas Department of Transportation on utility relocations tied to the I‑20 widening project, saying a joint bid process will transfer construction responsibility to TxDOT and limit the city's financial exposure to engineering, design and inspection services.
Alex told the council the relocation scope includes about 26,100 linear feet of water lines, 6,700 linear feet of wastewater relocations and 54 total relocations. When the project was first presented, staff estimated engineering and design at about $5 million and construction at about $58 million; Alex said the joint bid approach will result in TxDOT covering construction and the city being liable primarily for engineering/design and construction inspection services.
Alex said the city requested $5 million from the Odessa Development Corporation (ODC) board to cover engineering and design and to ensure funds are available for design contingencies; the item will return to council as a formal proposal for the engineering and design contract at a future meeting and then to consent for council action after that.
No vote was taken at the work session; staff said they will bring a procurement proposal for engineering and design to the next work session before placing a consent item for council action.
