Brookings City Council unanimously approved a 2.9% rate increase for city trash and recycling service on Feb. 23, 2026, raising the monthly charge for the most common 32‑gallon cart by $1 effective April 1.
The increase, requested by franchisee Curry Transfer & Recycling (CTR), was presented to the council by Tiffany, a CTR site manager, who said the 2026 adjustment is based on the Consumer Price Index for 2025. "The requested increase is 2.9% for 2026, based on the 2025 Consumer Price Index," Tiffany said, and offered to answer council questions about operational impacts.
The ordinance before the council implements the rate schedule tied to the franchise agreement with CTR and includes a termination provision for the franchise and an annual rate-adjustment mechanism. Tiffany and CTR district staff emphasized the request was routine and meant to keep the company aligned with rising costs.
Councilors expressed reluctance about any price increase but noted the CPI basis made the request difficult to oppose. "Nobody likes to see a price increase, but it's a minimal increase tied to CPI," Councilor Martin said.
Following a motion to approve the new schedule, the council conducted a roll-call vote with all members voting yes; the motion carried and the new rates take effect April 1, 2026.
Implementation: city staff will process the rate change and CTR will apply the new charges through its billing system under the existing franchise terms. The council did not attach any additional conditions or amendments to the motion.
