Commission approves PEG channel agreement with Mount Clemens schools and partner

Mount Clemens City Commission approved an agreement on Aug. 20 to continue public education and government (PEG) channel programming after Mount Clemens Community Schools ended a prior cable agreement effective June 30, 2024.
Under the approved arrangement the school district and a private partner (referred to in the record as Hunch Free) will share an employee qualified to run the program; the learning platform will remain primarily based at the high school with a second satellite studio to be installed at the partner's headquarters on 25 North Main Street in Mount Clemens. The city will not pay the partner's employee salary; instead the city will purchase necessary equipment from annual PEG fees, with a year-one limit of $50,000 that may use the city's PEG reserve funds.
City staff explained that equipment purchases cannot exceed the amount of PEG fees collected annually except for year one, when reserve funds may be used up to the stated cap. All equipment purchased will remain the property of the city. Commissioners asked how PEG fees are determined; staff indicated PEG fee revenue can vary with user base but that fee administration and equipment invoice approvals will be handled through the city manager's office moving forward now that a formal cable commission is not in place.
Commissioners and school representatives expressed support for preserving student programming and for the clarity the new agreement provides compared with the prior arrangement. The motion to approve the agreement passed on roll call.
