Administration explained the change was driven by the DWSRF schedule, which requires project awards by July 16, 2024. The project scope described to the commission includes constructing a new roughly 2 million gallon storage tank, a pump station, abandoning the existing water filtration plant and replacing lead service lines. The amendment adds $2,427 to the original agreement to cover program-management services typically performed by the design team on design-build projects.
Maria, a civil engineer working with Fishbeck, answered commissioners’ questions about complexities and scheduling. Commissioners praised staff and consultants for navigating multiple project setbacks, including a denied site and subsequent site negotiations.
Administration said design procurement is underway with pre-proposal meetings scheduled and that final design and construction timeline anticipates design to last about a year followed by construction with final completion likely more than a year out. The amendment carried on voice vote.
