Council introduced Ordinance 21‑26 on March 2 to rezone approximately 3.4773 acres on Dairy Lane from educational (E1) to R3 (high‑density residential). Member Swank presented the item and said the rezoning is intended to support development of housing for people served by the 317 board.
A designated speaker who identified himself as Mr. Mott explained that the 317 board previously sought accelerated OHFA funding and that the board now has about $2 million available to proceed. "The grand plan is, I believe it's 15 units," Mr. Mott said, adding that final unit counts and design remain subject to architects' work and future funding. He stressed the project is housing only (not treatment), intended for residents capable of independent living who require stable, low‑income housing.
Council members welcomed the proposal's proximity to existing 317 board offices and recovery housing, noting the site is in an institutional corridor and therefore may be less likely to raise neighborhood opposition. Staff confirmed a public hearing date was scheduled for March 16 to consider the rezoning.
The ordinance was introduced and will return for hearing and vote after required public‑notice procedures and the scheduled public hearing.
