Opponents argued the requirement creates another mandated block of instruction for teachers already pressed for time. Representative McKenzie said mandating an extra 45-minute instruction session risks adding burdens to classroom teachers and suggested the topic could be incorporated through existing standards or textbooks. Supporters noted many standards-review efforts underway and said the instruction would align with upcoming standards changes.
The committee adopted amendment 13641 and voted to advance the bill to calendar and rules (11 yes, 3 no).
What happens next: HB2089 will be placed on the committee calendar and may proceed to a floor vote.
