Representative Johnson introduced House File 3695, a bill to form a stakeholder task force to study standardizing identification for responders across agencies and jurisdictions. The task force would examine whether IDs should be hard copy or digital, what qualifications and training should be displayed, how to control issuance and return when personnel leave an agency, and whether IDs could carry machine‑readable qualifications for faster incident assignment.
Members noted past efforts at local conferences that created temporary credentials and the challenge of sustaining coordination across agencies and jurisdictions. Representative Johnson said the task force structure would ensure stakeholder representation from law enforcement, fire, EMS, state agencies and local governments.
Action: Committee voted to refer the bill to the Public Safety Finance & Policy Committee for stakeholder engagement and a feasibility study.
