Scott County Council approves multiple appropriations, tables salary ordinance

At its March 10 meeting the Scott County Council approved a series of appropriation ordinances and a $5,020,298.75 reimbursement resolution, approved an EMS grant application, and tabled the county salary ordinance for further review. One sheriff fund item passed on a 5–2 vote.
SCOTT COUNTY — The Scott County Council on March 10 approved a package of funding moves across county departments, authorized application for an EMS grant and postponed action on the county salary ordinance.
Most consequential was Resolution 2026-6, approved unanimously, to reimburse the General Fund, LIT Public Safety and LIT Special Purpose funds a total of $5,020,298.75 from a judgment bond. President J.R. Ward reported he reviewed the Regional Sewer District’s 2025 financial report earlier in the meeting. The resolution directs the reimbursement of specified county funds using the bond proceeds.
Council members approved multiple appropriation ordinances for the Highway Department that move monies between the MVH Restricted Fund (1173) and the Highway Fund (1176), including Ordinances 2026-46 ($61,880), 2026-47 ($706,491) and 2026-48 ($1,166,427). Each ordinance was moved, seconded and carried unanimously.
Superintendent Hall told the Council the Highway Department has allowed the Transfer Station to use the highway loader but the machine needs new tires. Council members discussed which department’s budget should cover the expense; no final allocation was recorded at the meeting.
Other approved items included a Cepheid GeneXpert System Grant Fund appropriation (Ordinance 2026-45, $8,750) and a $15,839.98 appropriation from the Highway Auction Fund (Ordinance 2026-49). The Council also approved Ordinance 2026-50, a $15,000 appropriation from the Unrestricted Opioid Fund for Children's Advocacy Service, and Ordinance 2026-51, a $35,000 appropriation from the Restricted Opioid Fund for the Recovery Court program.
The Sheriff’s Department brought several items before the Council. Resolution 2026-6 (the judgment-bond reimbursement) passed unanimously. Ordinance 2026-52, an additional appropriation for the Sheriff K9 Fund of $27,319.10, passed 5–2; President J.R. Ward and Council Member John Collins voted "Nay." A separate request to table Ordinance 2026-53 (Sheriff Law Enforcement Training Fund, $42,674.66) failed for lack of a second after Council Member Collins moved to table. A motion to approve Ordinance 2026-54 (Sheriff Auction LESO Fund, $20,000) failed when no council member seconded the motion.
Custodian and SEED grant appropriations also passed: Ordinance 2026-55 (Custodian General Fund, $34,009) and Ordinance 2026-56 (SEED Grant Fund, $7,500) were approved unanimously.
EMS Director Oleck asked the Council to advertise an additional appropriation for medical supplies for consideration in April and explained the Mobile Integrated Health Grant is a matching program with a maximum award of $50,000. The Council approved the grant application; Director Oleck said that if the grant is awarded, the county would return with two additional appropriation requests tied to the grant’s matching requirements.
The Council agreed to table the county pay matrix and Salary Ordinance 2026-003 and discussed Courthouse security pay without adopting changes. Regular meeting minutes from Feb. 10, 2026, were approved unanimously. John Collins moved to adjourn; the motion was recorded as carried six to zero.
The Council also noted a grant application for Coroner office upgrades was rejected for being past its deadline. Coroner White asked for restoration of his appointment on the Redevelopment Commission and said he would present a transfer resolution at the April meeting to enable in-series transfers between departments.

What’s next
The Council will consider advertised appropriation requests in April, including the EMS medical-supplies appropriation if the Mobile Integrated Health Grant application is awarded. Coroner White indicated he will return with a transfer resolution in April. The salary matrix and Salary Ordinance 2026-003 remain tabled pending further review.
