One council member suggested a separate finance-committee meeting to have the finance director model debt-service scenarios before giving direction; another council member noted the library fund reserve is "about $1,300,000" but said the full reserve cannot be used as a construction down payment.
A council member moved to table the item pending that finance-committee review; the motion passed with no recorded opposition. Staff said they will return with refined options and a recommended financing approach.
