Glendale public works: brine program reduces response time, salt use down in 2025–26 season

The director of public works delivered a seasonal recap of Glendale’s snow-and-ice operations and answered council questions about brine use, salt supply and equipment.
Director Charlie said this season the city used approximately 705 tons of salt and drove about 10,000 miles responding to storms. He said the brine program — now in its fifth full season — allows the city to brine the network in about four hours, down from three days when the program began, and that crews calibrate application volumes using pavement sensors (ground temperature, dew point, relative humidity) so they do not over- or underapply.
On durability, Charlie said brine’s effective holding time is up to three days under expected conditions and that staff would reapply if the storm timing pushed beyond that window. Council members raised concerns about mailbox damage and delivery shortages; Charlie said mailbox impacts were limited and that municipal deliveries were generally protected by state contract, but some private‑contractor delivery shortages occurred because drivers accepted other higher‑paying work.
Councilors complimented crew performance and asked staff to continue refining application metrics and public messaging about mailbox and property protections.
What’s next Staff will continue to monitor pavement sensors, adjust brine application rates based on conditions and include brine and salt usage metrics in future operational reports to council.
