Caribou County adopts ordinance adding Russian thistle and Kochia to noxious weed list

The Caribou County Board of Commissioners on April 27 adopted Ordinance No. 2026‑03, designating Russian thistle and Kochia as county noxious weeds and authorizing state enforcement procedures and a suspension of the three‑reading rule.
Jill Stoor, Caribou County clerk, explained the ordinance and said it had been published in the paper for two weeks with no public input. "This was published in the paper the last 2 weeks and received no public input," Stoor said during the public hearing. No members of the public testified.
Commissioner Bryce Somsen moved to adopt Ordinance No. 2026‑03; Commissioner Mark Mathews seconded. The meeting record states Commissioner Marty McCullough "did not vote in favor." The motion nevertheless passed and the ordinance was adopted.
The ordinance aligns the county list with the state's designated noxious weeds by adding the two species; the clerk presented the measure as an administrative alignment and enforcement clarification rather than a policy change affecting landowners beyond state rules.
