Barrow County presents 2026'031 strategy map; board to vote next week on ratification

District leaders presented the proposed 2026'031 strategy map April 28, describing a nine-month process of community input, planning teams, and GSBA facilitation that produced five strategic goal areas and related performance objectives.
Dr. LeDuff summarized the work and emphasized community input: the map groups district priorities under student growth and success, quality workforce, organizational effectiveness, community connection and commitment, and positive culture and safety. Staff said the strategy map itself is the part of the plan that typically remains stable over the five-year term, while performance measures and action-step timelines will be finalized once state assessment and baseline data are available.
GSBA and district staff described the planning sequence: a community feedback event with roughly 240 attendees, a survey with more than 690 respondents, planning and action teams composed of district staff, parents, students and community leaders, and a facilitated work session that translated themes into objectives and initiatives. Dr. LeDuff noted the plan includes a novel element: board governance is embedded in the strategy map with a board-focus section recommending governance actions be tied to monitoring and transparency.
Board and staff agreed to bring the strategy map to a vote at the May 5 meeting; staff said the remainder of the plan's quantitative targets will be completed by mid-summer as pending state data are received. Dr. LeDuff said the plan will be published publicly with an interactive balanced scorecard tied to KPIs so the community can view progress over time.
