Staff: In‑N‑Out assessing Manvel Town Center; clinic, event center feasibility and several permits under way

Staff also reported that City Council approved first reading of the comprehensive plan and major thoroughfare plan; staff and the consultant are working through clarifications and expect second reading at the next council meeting.
