The Manvel Planning Commission unanimously recommended that City Council approve an amendment to Ordinance 2024‑0‑13 (Meridiana) to permit detached 40‑foot lots in areas currently designated for town homes and to remove the distinction between one‑ and two‑story patio homes for minimum lot area and lot width requirements.
A city staff member summarized two primary changes: allowing 40‑ft wide single‑family detached lots within remaining undeveloped town‑home land‑use areas and permitting two‑story structures on all patio‑home lots by aligning minimum lot area/width standards. The staff presentation noted the inclusion of detached units with a minimum 40‑ft lot width and a 4,400‑square‑foot minimum lot area for certain product types and said the change “will not result in an increased density” while providing the developer greater flexibility. Staff recommended approval.
Ian Knox, who introduced himself as working with EHRA Engineering representing the client, answered commissioners’ questions about garage placement and rear‑loaded versus front‑loaded product. Knox said the PUD allows rear loading with alley access but that builder choices will determine whether garages are front or rear loaded. Another applicant speaker, identified only as Joe in the record, told commissioners the developer seeks flexibility to respond to market demand and said the change is intended to help sell homes where detached product is preferred.
Commissioners pressed whether altering minimum sizes for two‑story units would set a precedent across the city; staff said the PUD is a grandfathered, pod‑specific set of rules and that the change would not automatically affect rules outside Meridiana. After discussion, the commission voted 6–0 to forward the PUD amendment recommendation to City Council.
If City Council adopts the amendment, developers will still need to submit specific plats and building plans to show garage location, lot layout and compliance with other PUD standards.
