The Trinity County Planning Commission approved a conditional use permit April 23 for a commercial cannabis distribution facility proposed by Kavis Farms (CP‑25‑02) in Hayfork.
Assistant planner Nick Martinez introduced the project and said the 40,000‑square‑foot parcel plan includes a 40‑by‑80‑foot metal building to support distribution activity and help local cultivators access compliant in‑county distribution. “The applicant is proposing to construct a single 40 foot by 80 foot metal building,” Martinez said in his presentation, and staff reported they received and incorporated comments from County DOT, Hayfork Fire, CalFire and other agencies.
Applicant Ka Mua described the proposal as a locally based solution to reduce transportation burdens and improve compliance for small farms: “Our goal with Kavis Farm is to fill that gap by providing reliable local distribution,” the applicant said. Several community members and consultants spoke in support, saying local distribution improves accountability and reduces predatory behavior from out‑of‑area distributors.
The commission voted in favor of the staff‑recommended resolution (PC‑2026‑03) and adopted the SQA/Categorical finding that the project is within the scope of the Trinity County commercial cannabis program and the final EIR. Commissioners said the application and consultant materials appeared thorough and that local distribution infrastructure would support county cultivators.
Next steps: The applicant must comply with the listed conditions of approval in resolution PC‑2026‑03 and secure any necessary state distribution licensing before operating.
