Commissioners back Dickinson Township’s $250,000 DCNR grant request for Lynenwood Park upgrades

The Cumberland County Board of Commissioners voted unanimously to approve a letter of support for Dickinson Township’s application to the Pennsylvania Department of Conservation and Natural Resources (DCNR) Community Conservation Partnerships Program (C2P2).
Jill Levit, identified in the meeting as Dickinson Township manager, told the board the township is applying for a $250,000 C2P2 grant — the program maximum — toward a Phase Two package for Lynenwood Park that would require a 50% local match, making the total Phase Two budget about $500,000. Levit said Phase Two would add a fully ADA‑accessible playground with sensory equipment, a pavilion, and ADA paths connecting the new features to existing trails and parking.
“...we are requesting that the commissioners approve the letter and give us some support for this,” Levit said, asking the board to approve the draft letter accompanying the agenda packet.
Commissioners moved and seconded the motion and recorded a unanimous voice vote in favor. The approval formally authorized the county’s letter of support to accompany Dickinson Township’s C2P2 submission.
Why it matters: the project aims to make local recreation more accessible, adding features designed for users with mobility and sensory needs. The county’s support letter strengthens Dickinson Township’s application for state matching funds that would finance roughly half the Phase Two improvements.
The board did not attach additional conditions to its support. The next procedural step is Dickinson Township’s formal submission of the C2P2 application and later state review under DCNR timelines.
