Oviedo charter panel recommends four ballot amendments, including longer council terms and earlier qualifying

The Oviedo Charter Review Committee voted April 22 to recommend four city charter amendments to the Oviedo City Council, including lengthening council terms and moving the council qualifying period earlier in the year.

Question four combined two related changes: moving the qualifying period for council candidacy from August to June so it aligns with state nomination schedules, and revising procedures for reopening qualifying if a candidate withdraws near the primary. Several members said the vacancy-and-reopening language was confusing to voters and proposed limiting the ballot this cycle to the qualifying-period change while deferring the vacancy rule to a later question or election. Staff displayed simplified ballot language for the qualifying-period change, and the committee ultimately moved and seconded the recommendation to forward the amendment to council.
