EDC updates: PACE program in place; R3/R4 zoning ordinance set for May hearing

Madison County Administrator Jonathon Weakley told the Economic Development Committee that the county has adopted a PACE (Property Assessed Clean Energy) enabling ordinance and that a Virginia Department of Energy office is providing stop-gap/mezzanine-style financing to support eligible projects; the minutes state the county bears no program risk under current arrangements.
Allen Nicholls, the county’s Planning and Zoning Administrator, briefed the committee on a proposed R3/R4 zoning ordinance to govern higher-density residential projects. The ordinance is scheduled for a public hearing and action before the Board of Supervisors in May; the draft would allow applicants to offer proffers aimed at mitigating fiscal impacts associated with higher-density zoning.
The committee recorded an action to schedule and hold the May public hearing on the revised R3/R4 zoning ordinance package and to include updated statement-of-intent language regarding public water and sewer availability. Staff were asked to follow the hearing schedule and report back.
