The Cape Canaveral City Council on April 21 approved a memorandum of understanding with the Brevard County School Board and Cocoa Beach for cost sharing of a school resource officer assigned to Cocoa Beach Junior/Senior High School.
Staff explained the school board funds the majority of the SRO contract (about $150,000 of an estimated $240,000). The remaining balance is shared among participating municipalities based on the number of students they send to the school. Using Cocoa Beach’s student roster, staff calculated Cape Canaveral’s proportional share at roughly 27 percent of the leftover cost, or about $23,433 for the upcoming year.
Mayor Pro Tim Jackson and other council members asked how the recent closure of Cape View Elementary — which will send some students to Roosevelt — will affect the Cape Canaveral share for the next fiscal year. Staff said the allocation is based on the student counts the school provides and agreed to verify whether the new student distribution will change the city’s cost share for the Roosevelt attendance changes.
Council Member Willis, who had pulled the consent item for discussion, said staff should confirm whether line‑item funding and historical contract arrangements explained why Cape Canaveral previously did not appear on some SRO cost lists for other schools. After clarifying questions and staff assurances that adjustments will be made if student flows change, council approved the MOU on a 5‑0 vote.
Outcome: MOU adopted 5‑0. Staff will verify Roosevelt student counts and update council on whether Cape Canaveral’s next fiscal allocation will increase or decrease.
